The Malaysian Communications and Multimedia Commission (MCMC) manages licensing, examination vouchers, apparatus assignments, and regulatory fees for the country's communications sector. Their payment processes were running across disconnected systems, with manual reconciliation between channels.
Kube Native designed and built MCMCPAY, a single payment platform that connects DOBW for real-time transfers, a credit card gateway, virtual accounts for automated reconciliation, and the commission's revenue tracking system. The project was delivered with CIMB Bank as the acquiring bank.
The result is a unified payment infrastructure that handles multiple channels through one interface, gives MCMC real-time visibility into revenue, and has been recognised with an industry award for digital government services.

The problem
Payments scattered across channels.
MCMC handles payments for a wide range of services, from spectrum assignments and licensing to examination vouchers and regulatory fees. Each payment type had its own workflow:
- No unified system to accept payments across DOBW, credit cards, and bank transfers
- Reconciliation between payment providers and the revenue system was done manually
- Payment confirmations were delayed, slowing down service delivery
- Revenue reporting across channels was fragmented, making forecasting difficult
MCMC needed a modern payment platform that could consolidate everything into one system, automate the back-end financial workflows, and give the commission a clear picture of its revenue position at any time.
The solution
MCMCPAY: one platform for all payments.
Kube Native built MCMCPAY as a web-based payment platform from the ground up, with CIMB Bank as the acquiring bank. Four core capabilities:
1. DOBW integration for real-time payments
Direct connection to Malaysia's national payment network, supporting DuitNow transfers, IBG, and FPX. Payments are processed and confirmed in real time, eliminating the lag that came with manual bank verification.
2. Credit card gateway
A dedicated card processing gateway supporting Visa and Mastercard. MCMC staff can process card payments for licensing and regulatory fees without manual intervention.
3. Virtual account management
Each transaction is assigned a unique virtual account number. When payment arrives, the system automatically matches it to the correct record. This replaced a manual reconciliation process that previously consumed staff hours.
4. Revenue system integration
All payment data flows directly into MCMC's financial reporting system. Revenue is tracked in real time across every channel, giving the commission an accurate, up-to-date view of collections.
Technical architecture
How it was built.
The front end is built with Vue.js. The back end runs on Laravel. Kubernetes manages container orchestration. Redis handles caching and job queues. The team uses CI/CD pipelines with centralized logging and Azure Single Sign-On for access control.
Each payment channel connects through a dedicated adapter layer. This design means new payment methods can be added without touching the core system.
